Why do you say that border is closed to birth tourism into the US? As someone who researches maternity care on the border, I have not seen evidence that this is the case, nor have colleagues who provide maternity care services in El Paso.
Metaphorically, as in, that’s what some politicians would like. And that’s the messaging many of them send.
